This is the second Rookwood vase posted here that did not meet the quality standards the pottery is known for !! Between 1880 and 1886 Rookwood also sold unfinished blanks to be decorated at home !! My opinion is that is possibly what you have !! Both the earlier one and yours have similar bottoms, with runs in the glaze and a dry or unfinished bottom !! You can read in the first link that they did this !! Still many of the early Rookwood pieces prior to 1886 sell for $100. or more !! You might ask a collectors club about it !!
