Please help me identify this lamp – age, origin, style, value?

It stands 22 1/2 inches to top of finial.
Base and top is Brass. Center is glass.

Black spots are not chips. Outside surface is smooth and does not feel like paint on the outside. There is an access hole in the bottom. Looking through the bottom hole I can see light shining through where the black spots are. It does look like paint, but not on the outside, possibly painted on the inside and the black spots are where no paint is.
