Boy that sounds identical to what my mom had when I was growing up. She kept fancy china on the top, silverware in drawer’s and bottom tablecloths, large bowls etc. It was very plain but well built and solid oak. My Mom and Dad were married in 1921 and got it shortly after that. The top part sat on top of bottom part (2 pieces).These china cupboards usually sell in the midwest here at auction for $250.00 to $275.00 in good condition.
