After looking at second pics stuill say these are most likely from a school or even a library in your area !! Not an old form of Windsor chair !! Look online for the antique and vintage chairs,, you will see the difference !!
The pics are so blurry can`t tell much !! Looks to be a fairly modern version of the Windsor chair !! Need to see good clear pics !! The initials may simply be a local cabinet shop !! Looking at the way its made it appears to be a school type Windsor or desk chair !! There is no side view !!
