I see no resemblance at all and have no idea what possible connection he would have had with the meaning of a cherub on a fob !!

If the cherub had a baby face, it would be Victorian. the face does look like Paul Marrat. who was French Rev. hero.

Your fob could be French, English or any number of places !! The Cherub holding a torch is symbolic to “light ones way” !! Pretty typical Victorian fob,,looks like brass,,probably first quarter of the 20th century !!
