Good Morning,

I have a lovely Victorian Meridan Silver Plate Company 5 bottle cruet set. The bottles without the glass stoppers have loose fitting caps and I would like to know how they were attached (and removed to refill the bottles). It appears to be a white glue or maybe glazing compound? I would imagine the substance would be water based for easier cleanup. Any information would be appreciated.
