I don’t know exactly when this was made but this looks like an antique cutting torch. There should be a tip on the bellows where a hose connects it to the intake on the can. The hose from the torch connects to the output. Pumping the bellows with your foot kept the flame going on the torch. It could be used alone but easier to have someone else work the bellows while another person used the cutting torch. This was good tool for spot cutting. Not sure how long a tank lasted but it probably got the job done well enough back in the day. My grandfather had a similar set of bellows hanging on his garage wall. When I was young he told me those were the foot bellows for his old cutting torch but he didn’t have the rest of it anymore. Thanks for sharing this pic!
