I believe you have the top half of a Potpourri dish !! Would have had a bottom to match !! Most are small but some mfrs do have the larger ones !! These would likely have been for a room larger than a bathroom I think !! Maybe bedroom or parlor !!
The one in the link is about the same size as yours and was sold by the Bombay Co !! Most are imports !!
You are right about the gold !! Someones idea of re-decorating it !!

I was mistaken, the inside is glazed. I’ve attached pics of it from the inside and from looking down on the top of it. It appears the gold glob of paint on the top could have been added as well?

There is no lid, it is one piece. I will take an additional pic tonight when I return home of the bottom and inside. It is open on the bottom.
