This is the mark of Leningrad (now St. Petersburg, Russia) porcelain factory.. The mark was used from 1970 to 1987. Leningrad (Lomonosov) porcelain factory (LFZ) is very popular among collectors of Soviet propaganda porcelain. If you are interested, I can send you a few photos.
