Hi, I can under stand why you might think it’s a Weller. Weller made many color’s like your’s with the same yellow bottom and they are corroded also. But yet if you look at Weller’s Pattern’s, nothing like your vase at all or the pretzel handles. Lot’s of companies just marked pottery with Number’s. The only person who might be able to help you is someone who has spent a lifetime dealing in pottery or reconizes the painting or a pottery club. Without a name or artist associated with the item it’s hard to give a value. Try looking for a pottery show or convention coming to your area. Keep trying someone out there might know.
