I am pretty sure its one of their marks !! If the collectors forums do not help let me know and I will try to track it downr !!

The symbol in the center does look very similar, i will ask the Noritake Collectors.

Look at the first few marks here,, even though their marks do not have the wreath or the name, Noritake, there is a strong possibility that it is one of their marks !! The border looks to be the same quality I would expect from one of their pieces !! If I remember correctly they used many different marks over the years !! I would ask one of the Noritake collectors clubs to verify !!
