This was in my mothers estate. It seems to be somewhat rare because I couldn’t find that much about it on the web. The maker was Rudolf Wachter. It was made in Bavaria/Germany. It is 22K gold plate. It was made between 1928-1940. What is it?

It seems to be made of white ceramic on the inside with a thin gold plating on the outside.
