my first thought was Southern Potteries, which later became Blue Ridge in southern Ohio. All their dinnerware was hand painted employing hundreds of workers. I noticed slight differences in some of the flower petals which sugests to me they are hand painted. When it was southern pottery many of their dinnerware was not marked. That’s my guess
