I believe it is a Jewish New Year plate !! Scroll down on the link and look on the right side for Jewish New Year 1950 !! Has many of the same symbols as your plate !! Probably a different year though !! Different symbols in different years !! If you have a synagogue near you,,ask the Rabbi what it says !! He will read Hebrew !! Its not Norse !!

Here is the link to the other forum !! Mat said he thought it might be Hebrew !! I looked up the Hebrew alphabet and it is quite similar to it !!
