The name looks like Hulpew !! It is studio pottery and looks like a beginner item !! Not well done,,paint bled,,and lines at top show a shaky hand !! I think this is someone that is just learning the pottery art or is a hobby piece !!
Studio pottery is not well recorded !! I checked the few lists that are online but didn`t find the name or anything similar !!
