Call it folk art and sell it on ebay !! If you research the type of china and how well they were done by Warwick,, you will see a difference in the quality !! The link I gave shows what the plate would look like before the painting !! The green bands gives it away as restaurant ware !!
Modern day china paints literally bond to the plate and are almost impossible to tell from factory made !!

Do you know where I can get more information? I don’t think this was recently painting. Are they worth anything besides a headache?

If you will check,, this was painted on top of Warwick China restaurant ware plate !! Warwick made these 1935 to 1950 !! A hobby effort at china painting !! Could have been painted recently with the oven cure china paints !!
