I am guessing this is about a 16X20 without frame !! It always helps to post a pic of the back when researching artwork !! That helps determine age !! There are a few artists named Garcia but none that use the L. Garcia as a signature and there is no sales record under that signature !! If it is done on canvas it is probably one that came from a department store !! I am sure you have heard of “starving artist sales” !!
Many beginning artists use this venue to help with the money situation when beginning to work !! Occasionally a department will purchase them outright in order to reproduce them !!
That said,, I think its a nice work with a soothing feel !! Value is not great ,,probably less than $100. but then art is not supposed to be about the value !! It is about the feeling it inspires !!
