I can’t find the pattern in my reference books and haven’t been able to figure out what it’s used for. It looks like it hangs, but that’s all I can guess.

The marks are faded but look like 1881(R bracketed by laurels)Rogers A1.

Does anyone know its purpose, pattern, and should I polish or leave as the photo shows?
