This is one of three brass oil lamps we have in our family.  My grandmother brought them over from Italy/Sicily at the turn of the century.  You can access the well for oil and there is a tool on the end of each handmade chain: tweezers, sniffer and toothpick-like tool.  They are just over 20” tall.
