My guess would be that it is a Chinese import !! The way the horses mane is shaped is the same way that Chinese war horses were designed !! Brass is a big import item there !! I found nothing similar elsewhere !! China has been exporting to the US and other countries since 1900 and even before !! Your horse bust looks a bit art deco to me so may be from the 1930`s !!
