I’m unsure if this item classified as a weapon or not but I am having tremendous troubles identifying this axe. I do know it was made by B.A. Hjorth & Co. Stockholm Sweden, which is stamped on bottom of the handle. Other than that I cannot find any information at all. I have scoured the web, put over 500 miles on the road going to different Antique dealers and 2 appraisers. With no luck at all on an approximate date, use our value. It does look like it was sharpened at one point when I got it the axe was nothing but rust. I cleaned it up the best I could with some oil & a pile off cloth many hours later and some arm cramping and what you see is the end result. Also the one picture shows what seems to be a stone in the eye of the dragon head. I’m taking a guess here but it looks to me like it is Jade. The other eye sockets are all empty. I have had this item for about 13 years now and am no closer to solving the mystery of this beautiful piece than I was the day I purchased it.

Finally good pics !! This is an odd one !! Does it look like the blade has been sharpened at all ?? I couldn`t see if if it was !! I am thinking it is as you said a decorative piece !! Somehow lovebirds do not belong on an item meant for battle or as a tool to be used for chopping !! Let me do a bit more research !! There is very little about the tools that BAHCO produced except for wrenches and later heaters, torches and other things !! Can you tell me how the name is printed on the handle ??
