    Good guesses! This is a Cowboy Saddle Horn Fence Tool by Glaskin Mfg. This cast iron tool is a combination five tools in one. This tool was used in line fencing repair from horseback. The round end fit around the cowboy’s saddle horn for convenience.

    Hard to say without handling it but it looks like the top of a handmade hitching post? An ‘artistic’, multi use one at that. I have one with what looks like the same ring on top (It makes a great hose guide). It looks too heavy, bulky and smooth (dull) to be a useful fence tool- maybe as a last resort.
