While trying to develop a device to keep instruments on board ships steady at sea, U. S. Navy engineer Richard James discovered a spring that walked end over end down steps or a sloped board. James recognized the possibilities for turning it into a toy, and two years later, in 1945, he began manufacturing Slinky.
