The producer was (against what is stated) located in [i]Altrohlau[/i] (Austrian Bohemia, it was the [b]Porzellanfabrik Victoria Schmidt & Co.[/b].

This is sure an odd one but the Victorian era had specialty dishes for everything !! Can I ask how big it is ?? Just measure the width across the platter part !!
My first thought would be for small sweets served with afternoon tea and the indented areas would be for used tea bags !! The slight depth of the indented areas would prevent any drips from the tea bags !! Your mark dates this item from 1891 to 1918 but could be a year or two later !!
Now,, I have a friend that is quite well versed on these unique serving dishes of that era !! Lets see if she agrees !! If not I bet she will have a good idea of what it was used for !! Back soon !!
