I believe this is a tool to make ruts or rows in a garden to plant items you want in your garden. Dig a row, plant the seeds and then cover the seeds with soil.
It’s absolutely a sidewalk lawn edger…. I had one, back in the day!

Lawn mower, though it’s rather narrow, so it’s probably for a more specialized purpose.
I think it’s for chalking lines on a sports field.

Notice the splotches of white: this is chalk. This itsy mower is designed for trimming the foul lines on a baseball field.
