It is indeed a curry comb for livestock. I used one 60 years ago.

It is a curry comb for horses and cows. I used one when my horses shed out their winter coats.
Just a curry comb !! Can still be bought today !! I use them to remove winter hair from my six horses !!
I’m guessing its for smoothing out plaster ( on walls) or cement.
Thanks for finally including a size! Didn’t need it for this one, though: it’s a hand carder, one of a set of two used for “carding” wool, that is combing the snarls out of wool fleece, to prepare it for spinning.
I agree with the curry comb guess. It’s not easy to see that there are rows of teeth, but they are there.

It’s a curry comb, used to groom animals for shows. I’ve used one many times to prepare dairy cows for showing.
